Computer herunterfahren

Hilfe!!!
Warum kann ich den Computer mit
ExitWindowsEx(EWX_SHUTDOWN, 0); bzw. mit
ExitWindowsEx(EWX_POWEROFF, 0); nicht herunterfahren???

Ich kann nur den Benutzer abmelden, rebooten oder abschalten ist nicht drin...

Bitte, ich brauche Hilfe
